PROMOTION OF PEACE, SECURITY AND BETTER MANAGEMENT OF MIGRATION & IDP, CISLAC

The promotion of Peace, Security, Migration and Internally Displaced Persons is one of the six pillar of CISLAC’s strategic focus area 2018-2023 and was inspired considering that Nigeria is confronted by multiple security challenges, notably the resilient Boko Haram Islamist insurgency in the north east, long-running discontent and militancy in the Niger Delta, increasing violence between herders and farming communities spreading from the central belt southward, and separatist Biafra agitation in the south east and the emerging threats of rural banditry, kidnap for ransom as well as ungoverned spaces. Violence, particularly by the Boko Haram insurgency, has displaced more than two million people, created a massive humanitarian crisis, and prompted the rise of civilian vigilante self-defense groups that pose new policy dilemmas and possible security risks. Protection of civilian is at the center of our intervention as field reports indicates high vulnerability of communities caught behind enemy lines. CISLAC seeks to help the Nigerian government, Communities and mobilize voices within the civil society space by shedding new light on the country’s security challenges, de-escalating risks and tension, and encouraging regional and gender-specific approaches toward ending the violence durably.

CISLAC as the key Policy and Legislative actors in the Horn of Africa believes in the significance of such continuous capacity appraisal; and therefore conducts periodic reflections and reviews of its strategic objective, principles, values, policies and achievements in this focus area.
